Before discussing Mortal Realm power levels, one premise must be established: the power system in A Record of a Mortal's Journey to Immortality is not a simple hierarchy where higher cultivation always wins. Nascent Soul cultivators can threaten Deity Transformation existences under the right conditions through treasures, divine abilities, and battle experience, while gaps between Deity Transformation beings can be widened or narrowed by various factors.
This ranking comprehensively considers the following factors:

Note that this ranking focuses on beings who appeared and demonstrated combat power during the Mortal Realm Arc, spanning Han Li's entire journey from the Heavenly South to the Scattered Star Seas and then to the Great Jin.

Ice Phoenix takes the top spot with virtually no dispute. She is a true descendant of an ancient True Spirit, and her Deity Transformation cultivation represents the absolute ceiling in the Mortal Realm.
Ice Phoenix was originally sealed within the Void Heaven Hall in the extreme north. Even in her sealed state with greatly diminished power, she made every Nascent Soul cultivator who entered the hall feel as though they faced certain death. The key reason Ice Phoenix ranks first: she is among the few Deity Transformation beings possessing True Spirit bloodline, giving her an innate advantage even among peers of the same stage. Even with power diminished by the seal, her demonstrated combat strength surpassed other Deity Transformation beings.
